Mr. Starr concluded that the answer to "War! What is it good for?" was "Absolutely nothing!" but I don't entirely agree. Applying the statement to the Trade War that is leading to the renewal of an old farm subsidy program for American farmers and using examples from the War on Drugs and the War on Poverty, I actually there are some good things that can come from it. "War" as a policy frame and tool can be very powerful if used strategically. How?
